IRS Reopening
Public information on the status of IRS operations is at IRS operations and services.
Following state and local guidelines, the IRS is gradually reopening operations. Conditions regarding the pandemic remain dynamic and the following is subject to change without notice.
As of July 8, 2020, more than 9,000 customer service representatives are taking calls on all toll-free lines. The toll-free line for individual taxpayers is 800-829-1040. Help with most account related issues is available, representatives will not be able to expedite processing of paper returns. For other toll-free numbers visit IRS.gov/help/telephone-assistance.
IRS Submission Processing Campuses in Kansas City, Fresno, Ogden and Austin are open. If a taxpayer filed a paper tax return, the return will be processed in the order in which it was received. Taxpayers should not file a second tax return, doing will result in processing delays. Refund returns will be processed first, followed by balance due returns.
IRS Taxpayer Assistance Centers are open on a limited basis. People seeking in-person assistance at a TAC will need to call 844-545-5640 to make an appointment. An IRS assistor will determine the nature of the taxpayer’s concern and resolve it if possible. Otherwise, the assistor will schedule an appointment at a TAC that provides the service the taxpayer needs.

Missing Your Economic Impact Payment?
Due to a systemic error, not all EIP debit cards scheduled for mailing on May 22 were issued. For those who have not received their EIP debit card mailed May 22:
No action on the taxpayer’s part is needed if they live in one of the highlighted states below. A paper check will be mailed to the IRS address of record as soon as possible. Generally, the address of record is the one on their most recently filed return. If an address change is needed, see Address Changes.
For those in other states: If Get My Payment says their payment was mailed on May 22, follow the guidance provided in the Payment Issued but Lost, Stolen, Destroyed or Not Received section of the EIP FAQs.

New GMP FAQ:
If the Get My Payment application says you’re receiving a check, your Economic Impact Payment (EIP) may come as a pre-paid debit card. Debit card payments come in a plain envelope from “Money Network Cardholder Services.”
Due to a system error, EIPs scheduled to be mailed as a pre-paid debit card on 05/22/2020 were not all issued.
If you live in one of the states listed below, no action is needed. We are working to issue the payment as a paper check to your address on file for you. Get My Payment will provide a new date once your payment by check has been scheduled.
Alabama – Arkansas – Colorado – Delaware – Florida – Iowa – Louisiana – Massachusetts – Mississippi – Nebraska – New Hampshire – New Jersey – New Mexico – New York – North Dakota – Oklahoma – Pennsylvania – Rhode Island – South Dakota – Texas – Vermont – Virginia
If Get My Payment says your payment was mailed on 05/22/2020 and you do not live in one of these states, follow the guidance provided in the Payment Issued but Lost, Stolen, Destroyed or Not Received section of the EIP FAQs.
